First, upload one photo to your story. Then, click the smiley face icon for stickers, and choose 'Photo' to add the second.
Easy peasy! Just go to your Instagram story, tap the camera icon, swipe up to open your gallery, and select one photo. Then, tap the sticker icon, choose the photo sticker, and add the second photo from your gallery. Arrange them however you like!
