Workshops are tied to certain ship parts in Starfield. Look for ship modules that come with workshop capabilities and swap them in at any ship customization station.
I've added workshops to my ship by hitting up a spaceport and customizing my ship's layout. Just make sure you've got enough resources!
You don't need workshops. Just keep flying and blasting space pirates, way more fun! ;)
