Easiest way is to use royalty-free music or original tunes created by you. Tons of websites offer tracks that won't get you flagged. Check out the TikTok Music Library too; it's full of tracks you can legally use.
Personal experience here: I make my own music and upload it. Never had an issue. Just avoid mainstream tracks unless you got the rights!
