You can't. Just enjoy the game as it is. Adjusting files can mess things up.
From my experience, if you change the probabilities in DefaultGameCore.ini, you can better represent your squad with diverse nationalities. It's super fun to see a squad that reflects the whole globe!
Check out mods on Nexus Mods! Some of them allow for more customization, including nationality probabilities. Mods might be the way to go if you're not keen on editing files yourself.
