How to Apply Bait to a Fishing Rod in Stardew Valley
First thing's first, you gotta make sure you're not trying to stick bait on that basic bamboo pole you start with. Nope, you can’t do it. Upgrade to the Fiberglass Rod or the Iridium Rod, then it's just a matter of right-clicking (or tapping, if you’re on mobile) the bait in your inventory and then right-clicking (or tapping) on the rod. Voila! Baited and ready to catch some fish.

Okay, here's the deal: Open your inventory, pick up the bait (click or tap and hold, depends on your device), then hover over your Fiberglass or Iridium Rod and click/tap again. Bam! Baited. Now go fish.
Hot take but why bother with bait when crab pots exist? Just saying, there are easier ways to fish.
