Honestly, just buy the lens and follow the in-game prompts in your Arsenal. Not rocket science.
First, get your hands on a Focus Lens. You can buy it from the market or get it as a mission reward. Then, go to your Arsenal, select the Warframe or weapon you want to apply the lens to, click on the 'Actions' button, and select 'Apply Focus Lens'. Easy peasy!
