Ya need a Focus Lens first. Get it from the market or sorties. After that, head to your Arsenal, pick your frame or weapon, hit 'Actions,' and 'Apply Focus Lens.' Boom, you're done.

First, get your hands on a Focus Lens. You can buy it from the market or get it as a mission reward. Then, go to your Arsenal, select the Warframe or weapon you want to apply the lens to, click on the 'Actions' button, and select 'Apply Focus Lens'. Easy peasy!
