First, get a survivor to Hero status by having them complete tasks and missions. Then, head to your Community tab and promote that bad boy (or girl) to leader!
To appoint a leader in State of Decay 2, make sure a survivor has reached the Hero rank by completing missions and earning Influence. Then, go to your Community screen and select the 'Promote to Leader' option. Boom, instant leader!
