Easy peasy! Just build up a romantic relationship until you unlock the 'Be Romantic' interaction, then go ahead and invite them on a date.

In my experience, you need to get the romantic bar filled up a bit by using actions like 'Be Romantic' or 'Flirt', and then the date option pops up!
