First, locate the crew member you want to assign, then open the Outpost Management screen. From there, drag or select the crew member to the desired outpost slot. Voila, you're done!

Assigning folks is just a matter of opening the game menu, navigating to Outpost Management, and then clicking on your person. Easy peasy!
