To attach bait to a fishing rod in Stardew Valley, you need an upgraded rod. Can't use bait or tackle with the starting bamboo rod. Upgrade to the fiberglass rod or better, then open your inventory, pick the bait, and right-click the rod. For tackle, you need the Iridium Rod. Simple as that.
You can't attach stuff to the basic Bamboo Rod, so make sure you've upgraded. Only the Fiberglass Rod and above allow attachments. Right-clicking with your bait or tackle on the rod should do the trick!
