Super Mario Maker doesn't have a direct 'be a cat' option, but in Super Mario Maker 2, you can use the Super Bell item in the Super Mario 3D World style to turn Mario into Cat Mario. Purrfect!

Easy! Use the Super Mario 3D World theme and put a Super Bell in your level. Mario will transform into Cat Mario and can climb walls and swipe at enemies.
