Use Ryu or Ken and spam Hadoukens and Shoryukens. Keep it simple and you'll outplay him in no time!
Jump over his low Tiger Shots and block high ones. Use characters with quick moves to close the gap and combo the heck outta him. Trust me, it works!
I always used Chun-Li's jump kicks to get in close and her rapid kicks to keep him cornered. Worked every time for me!
Honestly, just learn to time your jumps perfectly. That's half the battle right there.
