To become a mermaid in The Sims FreePlay, you need to complete the "Life Dreams & Legacies" quest, which unlocks at level 26. Once you finish the quest, you can buy the "Mysterious Island" and unlock the "Enchanted Island," where the Mermaid's Reef can be constructed. Have fun splashing around!
Honestly, becoming a mermaid in Sims FreePlay might be overrated when you can just buy awesome new stuff with Simoleons.
I went through the "Life Dreams & Legacies" quest, and after unlocking the Enchanted Island, my Sim was able to become a mermaid. It took a bit, but now my Sim's living the mermaid dream!
