Just be lazy and do nothing productive—seriously! Leave school and refuse every job, and soon you'll be able to panhandle.
All you need to do is hit rock bottom: quit your job, ignore education, and before you know it, you'll be panhandling!
When I wanted to become a panhandler, I just quit my job, refused to go to school, and before long, the option to panhandle appeared in the Occupation tab. Easy peasy!
