Just use Facebook instead. It's quicker and more reliable these days.
First, make sure you and your friend have Game Center accounts and are both logged in. Then, add each other as friends in Game Center. Once you're friends there, open The Sims FreePlay, go to the Party Boat, and voil脿, your friend's town should appear as a neighbor!
