Select the Sim you want to break up with, then choose the 'Be Rude' or 'Be Mean' option repeatedly until the relationship bar turns red. Once it's low enough, the 'Break Up' option will appear!
In my experience, making them enemies by choosing negative interactions works like a charm. They’ll be single and ready to mingle in no time!
Just be mean 3 times in a row. Done.
