Make sure one of them is a Jormuntide or its pre-evolved form. Honestly, it's all about patience. Breed a Jormuntide like any other Pal, with attention to their comfort and compatibility. I've done it, and while it takes time, the result is totally worth it!

Just catch two Jormuntides or one and its pre-evolution, chuck them in your base, and wait. Easy peasy.
