You unlock multi-story building by finishing the 'Multi Story Renovations' quest. After that, just use the new construction tools to build your second floor!

First, make sure you've unlocked the ability to build multiple stories by completing the 'Multi Story Renovations' quest at level 17. Then, build your ground floor as normal, and use the 'Floor Construction' option to add the second floor. Happy building!
