Niantic decides where the gyms are in Pokémon GO. Your best bet is to visit, battle, and take over gyms you come across during your adventures!
You can't actually build gyms in Pokémon GO. They're predetermined locations set by Niantic. But you can take over existing ones by battling and defeating the current defenders!
Sorry to burst your bubble, but you can't create gyms in Pokémon GO. They're fixed by Niantic. Go conquer someone else's instead!
