As someone who spent way too much time trying to make my house fly (don't ask), I found that balancing the balloons is the trick. You can't just throw them on willy-nilly. Think about where you want to go and how heavy your 'craft' is. More weight, more balloons. And keep an eye on those balloons - they pop eventually, so be ready to replace them if you're on a long flight.
