First, you need to find the Moonpool fragments, which are mostly in the Mushroom Forest and the Sea Treader's Path. Scan those bad boys, then use the Habitat Builder to construct it with 2 Titanium Ingots, 1 Lubricant, and 2 Lead. Voila, you've got your Moonpool!
