First, click the 'Home Store' button, then go to the 'Rooms' tab. Select 'Second Floor,' and from there, you can drag and place your room upstairs!

You'll need to have your house build up to at least two stories. Once you've added the second floor (via the Home Store), just create rooms like you would on the ground floor!
