To build basement stairs in Sims FreePlay, you need the multi-story renovations update. Just open the basement tab in the home store and add stairs after creating the basement rooms!

It's simple! First, build a basement using the basement option in the home store, then go to the stairs section and place them to connect floors.

I did this recently: First, create the basement by using the basement tool in build mode. Once you've got that, go to the stairs catalog in the home store and place the stairs where you want them. Easy peasy!
