Building houses for villagers in Animal Crossing is more about unlocking the capability rather than constructing them piece by piece. Initially, you won't build houses directly. Instead, as you progress, Tom Nook will task you with placing plots for homes as new villagers move in. Once you've placed a plot, the house will magically appear the next day! Remember, this feature becomes available as you progress in the game, so keep developing your island and interacting with Tom Nook to unlock it.

Actually, you kinda play a real estate agent more than a builder in Animal Crossing. Just set those plots and watch the island grow. And yeah, paying off Tom Nook becomes a full-time job!
