From my experience, find shallow water areas where placing foundations is easier. Use rafts or boats to navigate and place structures if getting materials becomes a hassle.

You can build over water by placing foundations with the building system. Just go to the edge of the water, start your foundation, and extend it over the water! Make sure to use support logs or structures to keep it stable though.

You can create a floating base by using platforms and connecting them with bridges. It's fun and gives you a cool escape route from land-based threats.
