First, you need to scan fragments of the Seatruck. You'll find them in the Twisty Bridges biome. Once you've scanned enough, you'll unlock the blueprint. After that, head to your Mobile Vehicle Bay and craft it using 3 lead, 2 titanium ingots, 1 advanced wiring kit, 1 glass, and 1 power cell.
