Easy peasy! Just use a multi-purpose room or a corridor as a base, then stack another room or corridor on top. Make sure you have a proper ladder to connect them, and don't forget to reinforce the extra weight with some hull integrity improvements. Happy building!

From personal experience, using X compartments makes for a flexible multi-story base. Just add a ladder and voila, second story achieved!
