You can find the video camera in the Home Store under Electronics. Just scroll through until you see it, then spend those Simoleons!

To buy a video camera, go to the Home Store (the little house icon), then select the Electronics tab. Scroll till you find the video camera and purchase it with Simoleons. Happy filming!
