You don't actually buy Haki in Blox Fruits! Instead, you get it through quests. For example, to get Observation Haki, you need to talk to the Lord of Destruction on the Upper Yard in Skylands. You need to be at least level 300 and have defeated Saber Expert.

Haki isn't for sale, lol. You gotta earn it through quests or by training. Go to Frozen Village if you're looking for Enhancement Haki.
