Buy the house, then go to the 'Relationships' tab. Select your mom and choose the option to give her a gift. Pick the house from your assets, and voila, she's got a new crib!

First, make sure you have enough money. Then, buy a house from the Real Estate tab. Go to your mom in your Relationships tab and gift the house to her. Easy peasy!
