Super quick tip: Sometimes your mentors will give you new attacks if you train with them enough. Just keep grinding those mentor missions!
Head to the Skills Shop in Toki Toki City! You can find it in the Plaza of Time area. Just talk to the shopkeeper, and you can spend your hard-earned Zeni on new attacks.
Honestly, just play the game. You'll naturally unlock more attacks as you progress and complete missions.
