In GTA San Andreas, you can't actually make phone calls like you do in later games such as GTA IV or GTA V. CJ receives calls automatically as you progress through the storyline. These calls usually come at specific points and are tied to the game's missions, providing you with new objectives or furthering the plot. So, if you're waiting to ring someone up, sorry to say, but you'll just have to wait for them to call you instead!

Nah, you can't dial numbers or call people on demand in GTA San Andreas. You just gotta wait for the game to hit you up with calls that move the story along. Kinda like waiting for your crush to text back in the early 2000s.

I like to pretend I'm making calls by standing next to a payphone and waiting. It's as close as you get to making calls in GTA San Andreas. But for real, the game controls all the calling action.
