You gotta get the proper fishing spear from Fisher Hai-Luk (Plains) or The Business (Fortuna) and use bait! Check in-game for specific fish and locations.
For rare fish, head to the Plains of Eidolon or Orb Vallis with the correct spear and bait. Fish tend to be more active at certain times of day鈥攄usk and dawn are prime times!
Honestly, the rare fish aren't that hard if you go to the right spots and use the right gear. Just grind a bit for the materials.
