How to Change Cover Photo on Facebook
To change your cover photo on Facebook, go to your profile, click on 'Edit Cover Photo' at the top left of your current cover photo, and then select 'Upload Photo' to choose a new one from your device. Easy peasy!

From my experience, the easiest way is to tap on your cover photo and choose 'Change Cover Photo'. Just pick a new one, and voilà!
Want a fresh cover photo? Just navigate to your profile, hover over your current cover photo, and select 'Update Cover Photo' to upload a new one.
