To change the crosshair color in PUBG on Xbox One, hop into the settings menu, go to gameplay, and you'll find the reticle settings. There you can choose your preferred color.

You can't change the crosshair color in PUBG on Xbox One like you can on PC. Maybe a future update will add this feature!

In my experience, the best you can do is adjust the reticle settings in the gameplay options to find a crosshair color that suits you.
