Super simple! Go to your device's settings, look for the 'Accounts' section, remove the current Google account, and add the new one. Once done, open PUBG Mobile, and any in-game purchases will now use the new Google payment account. Easy-peasy!

Log out of your Google account on the phone, log in with the new one, and restart PUBG Mobile. Takes like 5 minutes.

I've done this a few times. Just go to Settings -> Google -> Manage your Google Account -> Payments & subscriptions -> Payment methods. Change your default payment method there, and PUBG Mobile will use the new one!
