To change your hair in Fallout 4, head to Diamond City and look for the barber, John. He's usually hanging around the market area. It'll cost you a few caps, but you can choose from a variety of hairstyles to freshen up your wasteland look!

Actually, the best way is to get the Face Ripper tool. It lets you swap your entire look, hair included, with any NPC's. Perfect for those undercover missions or when you just wanna walk a mile in someone else's shoes... or face.
