Speaking from experience, you have to change your phone's language in the settings menu. Pokemon GO will automatically adapt to whatever language your device is set to.
You can't change the language directly in Pokemon GO. Instead, change your phone's language setting, and the game will follow suit.
Changing the language in Pokemon GO is impossible without changing the language of your entire phone settings. Bit of a bummer, but it works.
