Go to the main menu, select Party, then Characters. After that, you can change outfits if you've unlocked them. Easy-peasy!
You can't really change outfits at will in DBZ: Kakarot. They change automatically with story progression.
Trust me, just beat certain missions or side quests, and you'll unlock new outfits for characters. Enjoy the new looks!
