To change outfits in Mortal Kombat 9, select your character, then use the 'Start' button (or whatever button is mapped to 'Start') on the character select screen to toggle through their available outfits.
Just tap 'Start' on the character screen. If you don't see different outfits, make sure you've unlocked them first!
Pro tip: You gotta unlock the alternate outfits first before you can switch them on the character screen by pressing 'Start'. Grinding in the Krypt helps!
