To change an outpost in State of Decay 2, simply go to your base management screen, select the outpost you want to abandon, and confirm the action. Then, go claim a new outpost spot by interacting with a location marked with the outpost icon on the map. Easy peasy!

I've moved outposts several times. Just abandon the one you no longer need from the base screen, and remember that it frees up an outpost slot for something more useful!

Yup, just abandon the old outpost through the base screen and claim a new one, but remember you'll lose some Influence.
