In Starfield, you can change targets by simply locking on to your new target using your controller or keyboard. On Xbox, use the right thumbstick to cycle through targets, and on PC, try using the Tab key or whatever you have mapped for target switching. Remember, you can also customize key bindings if you want to make it easier for yourself!
I was confused at first too, but changing targets became second nature. On my Xbox, I'd flick the right stick to cycle targets in combat. Works like a charm!
