If you're the host, you can change the cooldown in the settings menu in the lobby. Look for 'Kill Cooldown' under the 'Game' tab.
Go to the lobby screen before starting a game. Click 'Customize,' then 'Game,' and you'll find the 'Kill Cooldown' setting there. Slide to adjust and you're good to go!
You can't change cooldown time mid-game. You have to do it from the lobby settings before the round begins.
Just change it in the lobby settings. Trust me, I've hosted tons of games.
