Drag and drop! Just go to your playlist, click and hold the three horizontal lines next to a song, and drag it where you want.
You can't change the order of songs in a curated Spotify playlist, but you can in your own playlists. Just drag and drop them.
Honestly, I always just drag the songs around until it feels right. Works like a charm.
