Actually, I moved from the US to Europe and needed to switch servers to get better ping. All I had to do was reach out to Riot Support, and they sorted it out for me in a couple of days. Smooth process, just be patient!

Short answer: you can't just switch servers on the fly. You gotta ask Riot nicely by sending them a support ticket. Good luck!
