Just type "daynightspeed X" in the console after enabling it with F3 and F8. Done!
I've personally used the daynightspeed command, and it works like a charm! Just remember to save your progress before messing around, so you don't accidentally ruin your game.
You can't change the time in Subnautica through game settings officially, but you can use console commands! Open the console by pressing F3, then F8 to unlock your mouse, and uncheck the 'Disable Console' option. Press Enter to bring up the console and type "daynightspeed X" where X is the desired speed multiplier.
