To enable debug mode in Undertale, just rename the 'data.win' file to 'data.win.bak' and then rename the 'UNDERTALE.exe' to 'data.win'. Have fun exploring!

I've done this myself: rename 'data.win' to 'data.win.bak' and 'UNDERTALE.exe' to 'data.win'. Worked for me, so it should for you too!
