In-game, press Shift+Tab to open the Steam overlay, then click on 'Friends' and change your name in the settings.

Open Steam, go to your profile, and edit your profile name there. TF2 uses your Steam display name!

I do it by opening the Steam overlay in-game and changing my name from the Friends tab. Works like a charm every time!
