In Retro Bowl, head over to the Team Management screen, find Special Teams, and pick your returner from the players available. Easy peasy!

Just go to your team settings, then special teams, and boom, pick your guy. Simple as that.

From personal experience, the fastest player usually makes the best kickoff returner. Hop into your Special Teams menu and pick the speedster!
