How to Choose a Leader in State of Decay 2
Just max out a survivor's standing by having them complete missions and tasks, then go to the community screen and promote them when you hover over their character portrait.

Make sure your chosen leader has maxed out their standing and meets the criteria for one of the four hero types. Then, on the community screen, promote them to leader.
To pick a leader in State of Decay 2, reach Sheriff, Warlord, Trader, or Builder status with a survivor, then go to Community screen and promote them!
Max out a survivor's standing, open the community tab, and then promote them to leader. Pretty straightforward!
